Envision Eugene Comprehensive Plan
Overview
The Envision Eugene Comprehensive Plan is a state-mandated land use plan that serves as the basic guiding policy document for land use planning in Eugene’s urban growth boundary and addresses the future of Eugene through goals and regulatory policies regarding land use.
It includes the adopted urban growth boundary (UGB) and guides the city as it develops work programs, conducts long-range planning, prepares budget and capital improvement programs, makes public investments, and develops related investment programs. New land use plans and changes to the City’s land use code and land use plans must be consistent with the policies in the Envision Eugene Comprehensive Plan. The policies do not apply in approving or denying individual land use applications, unless specifically stated in the policy.

Phase 1: 2017 Adopted Envision Eugene Comprehensive Plan
For several decades, Eugene and Springfield have shared a common comprehensive plan, the Eugene - Springfield Metropolitan Area General Plan (Metro Plan). In 2017, Eugene completed the first phase of adopting a Eugene-specific comprehensive plan, which includes the Eugene UGB. The 2017 Adopted Envision Eugene Comprehensive Plan replaces regional policies in the Metro Plan with new policies that are specific to Eugene, and includes the following Appendices:
A Phased Approach
Because of the resource-intensive nature of moving from one comprehensive plan structure to another, the plan will be developed in phases. Adopted in 2017, the first phase includes elements that were essential to establishing the UGB. Until this next phase is completed, Eugene will continue to use the Metro Plan policies related to the remaining elements.
Phase 2: Finishing What We Started
Work to finish creating a cohesive Envision Eugene Comprehensive Plan will involve collaboration and input with boards, commissions, local partners and the community to develop the remaining policy chapters. This work will continue to build on the strong foundation of Envision Eugene, including the seven pillars and years of deep engagement, with additional outreach and engagement opportunities throughout the process. There will also be some updates to most of the chapters from the first phase. Supporting documents required for the adoption process will also be developed, including ordinances, legal findings and amendments to the Metro Plan and Land Use Code.
Project Updates
At the March 13 City Council work session, staff provided a Housing Tools and Strategies update and identified two actions to prioritize next that will ultimately lead to the alignment of the Zoning map with the Comprehensive Plan map, which was a highly supported recommendation within the Housing Tools and Strategies Working Group. These two items are currently on the Planning Division work plan.
- Complete and adopt the Housing chapter of the Comprehensive Plan.
- Complete and adopt the Comprehensive Plan Map, with parcel-specific data.
Continuing our work on the Housing chapter will enable us to establish agreement on policy priorities for housing. Considerable work has been done by community members, staff and Planning Commissioners to lay a foundation for the content of the Housing chapter along with the draft chapters on Public Involvement and Compact Development and Urban Design, including best practice research, input from the Planning Commission subcommittee, work sessions with the full Commission, and a workshop with representatives from various boards, commissions and local partner groups in 2015. Additional updates have been made based on staff review and input from the Housing Tools and Strategies Working Group.
For the remaining Envision Eugene Comprehensive Plan chapters, staff will continue best practices research and collaborate with subject matter experts to develop initial drafts for review and input from boards, commissions, local partners and the community. The updated Draft Project Timeline, which is subject to change, summarizes the next steps for the draft chapters, which include:

- Compact Development and Urban Design
- Housing
- Community Health and Livability
- Natural Resources and Environmental Quality
- Community Resiliency
- Public Facilities and Services

Project Documents
In 2018, the Eugene Planning Commission and City Council reviewed and provided feedback on the Project Charter and the Public Involvement Plan. The Eugene Planning Commission approved the Public Involvement Plan on August 27, 2018.
Updated in June 2019, the Draft Project Timeline, which is subject to change, summarizes the next steps for the remaining Envision Eugene Comprehensive Plan chapters.
