Building Trust and Confidence
As an organization, we are committed to building the community's trust and confidence in the City of Eugene.

It includes reports and evaluations from community review panels and independent third-party organizations, as well as professional accreditations. Earning professional accreditations is a rigorous process, and it is an important part of holding ourselves accountable to best practice standards and demonstrating our commitment to excellent stewardship of community resources.

Fire and EMS
- ISO Class 2 Rating
The Insurance Services Office (ISO) collects information about municipal fire protection efforts in communities throughout the United States. In each of those communities, ISO analyzes the relevant data and assigns a Public Protection Classification (PPC®) — a number from 1 to 10. Class 1 generally represents superior property fire protection, and Class 10 indicates that the area's fire suppression program does not meet ISO's minimum criteria. Eugene Springfield Fire has a Class 2 rating, which is considered excellent. Virtually all U.S. insurers of homes and business property use ISO's Public Protection Classifications in calculating premiums. In general, the price of fire insurance in a community with a good PPC is substantially lower than in a community with a poor PPC, assuming all other factors are equal. - Cardiocerebral Resuscitation (CCR) Rate
Eugene Springfield Fire continues to report the Out of Hospital Cardiac Arrest (OHCA) data to the Cardiac Arrest Registry for Enhanced Survival (CARES) Database. In 2018, Eugene Springfield Fire's Utstein Bystander criteria was 59.3%, which is one of the highest rates in the country. The Utstein Bystander criteria is defined as a cardiac arrest victim that is witnessed by a bystander, is found in a shockable rhythm, and has received some bystander intervention with either CPR and/or AED Application. Our success has been a collaborative effort, with many contributing factors, including the 911 Call Center, local hospitals and the public’s response to cardiac arrest.

Parks and Open Space
- CAPRA Accreditation (see also Recreation)
Eugene Parks and Recreation earned accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NRPA). CAPRA accreditation is the only national accreditation for park and recreation agencies, and is a measure of an agency’s overall quality of operation, management and service to the community. Receiving the CAPRA accreditation demonstrates that we are meeting the highest professional national standards that exist. - Capital Projects Process Review (Moss Adams, July 2019)

- Urban Forestry Accreditation
The City of Eugene’s Urban Forestry joins a prestigious group of communities accredited by the Society of Municipal Arborists (SMA.) SMA Accreditation is the highest honor recognizing municipal urban forestry programs for implementing excellent and comprehensive management practices. SMA Accredited programs must have an ISA Certified Arborist on staff, an approved Local Forest Master Plan, a Tree City USA growth award certification or equivalent if appropriate, adhere to ANSI standards for safety and performance, and adhere to SMA’s Code of Ethics.

Police
- Police Accreditation
The Eugene Police Department earned re-accreditation from the Oregon Accreditation Alliance (OAA). To be accredited, an agency must meet 102 professional standards comprised of over 400 separate requirements contained within those standards. Agencies go through a recertification process every three years. The Oregon Accreditation Alliance is governed by the Oregon Accreditation Alliance Board, comprised of representatives from the Oregon Association Chiefs of Police, the Oregon State Sheriffs’ Association, and the Oregon Chapter of the Association of Public Safety Communications Officials. - Central 911 Accreditation
Central Lane 911 received its certificate of accreditation from OAA in 2016, and has a recertification process every three years. Central Lane Communications Center is currently in the midst of the reaccreditation process with OAA. - EPD Forensics Evidence Unit Accreditation
EPD Forensics Evidence Unit in 2013 became the state’s first local lab awarded American Society of Crime Laboratory Directors accreditation. This accreditation was renewed in 2017 by the ANSI-ASQ National Accreditation Board (ANAB). The unit is externally assessed every year and re-accredited every four years.
