Nuisance Vegetation Program

To protect the health, safety and general welfare of the community, Eugene residents have a city ordinance (City Code Chapter 6) to control vegetation on property within the city limits. This ordinance requires homeowners to remove and prevent vegetation which:

  • impairs traffic visibility,
  • obstructs streets or sidewalks or,
  • otherwise threatens the public right-of-way.

The City of Eugene is responsible for the maintenance of trees within the public right-of-way, including pruning and removal. Please contact our office for questions related to trees within the right-of-way.


The code compliance vegetation management program is a complaint-based program that responds to vegetation complaints. Our goal is to encourage voluntary compliance by informing owners of a problem prior to any formal complaint being made. If a complaint is made and a violation is found, the owner is notified by letter and has ten days to correct the problem. If the violation is not corrected, the City of Eugene will hire a contractor to mitigate the nuisance and the costs will be billed to the property owner. The minimum mowing charge is $175.00. The cost may be higher in some cases, especially if much of the work must be done by hand.
